PURPOSE OF THIS STUDY
There are many considerations to be made in the development and activation of a community
center. As a planning document, a Feasibility Study does not have design absolutes. The actual
designs and specific amenities and their sizes come later in the process as the project moves to the
actual design phase. This study looked at the appropriate mix of programs and amenities for a new
proposed community center, determined a projected range of construction costs associated with
building the center, determined the potential cost recovery, and summarized the costs of operating the
center. It also explores potential phasing options for the project. The study will assist the Town of
Berlin in determining the necessary building elements to meet the expectations of the community and
support current and growth-related program needs identified in the 2024 BEACON Survey.
The Study was based upon community demographic information, existing building and site
conditions, interviews with key personnel and community stakeholders, and a community-wide survey.
The intent is for the report to serve as a road map for the Town of Berlin to formulate future decisions
related to constructing and operating a Community Center to serve its residents.
