Meeting Minutes
Monday, July 28, 2025

6:00 PM REGULAR SESSION – Berlin Town Hall Council Chambers

Present: Mayor Zackery Tyndall, Vice President Dean Burrell, Councilmembers Steve Green, Jay Knerr,
Shaneka Nichols, and Jack Orris.

Staff Present: Town Administrator Mary Bohlen, Town Attorney David Gaskill, Chief of Police Arnold
Downing, Finance Director Natalie Saleh, Water Resources Director Jamey Latchum, Mayor's Executive
Administrative Assistant Sara Gorfinkel, Special Projects Administrator Kate Daub, and Administrative
Assistant Laura Brown.
This meeting was also broadcast live via Facebook. Following a moment of silence and the Pledge of
Allegiance, Mayor Zackery Tyndall called the meeting to order at approximately 6:01 PM.

1. Approval of Minutes (Strategic Plan: DS1):
a. Closed Session of 07.14.25
b. Regular Session of 07.14.25

On the motion of Councilmember Orris, second by Councilmember Nichols, the Closed Session
Minutes of 07.14.25 and Regular Session Minutes of 07.14.25 were approved by the following vote:

2. Swear In: Board, Commission, & Committee Members – Mayor Zack Tyndall (Strategic Plan: DS1; DS4)
Mayor Tyndall led the following in their swearing-in ceremony: Brittany Lindsey, Ethics Commission;
Benjamin Allen, Ethics Commission; and Lisa Doyle, Historic District Commission. They swore and
affirmed that they would support the Constitution of the United States, and that they would be
faithful and bear true allegiance to the State of Maryland and support the Constitution and Laws
thereof while they served the Boards, Commissions, and Committees of the Town of Berlin. They
were all thanked for their time and effort.
