analyzing the physical nature of the existing site and the location of existing elements like
buildings, pavement, topography, water courses and existing vegetation. There is a margin of
error in publicly available GIS data that is acceptable at this stage of site analysis due to the
absence of any necessary engineering or site grading that would require the accuracy of field-run
survey data. IMEG does note that further analysis of grading and stormwater management
practices would require a detailed site survey, and that further analysis of soils on the property is
recommended for further engineering analysis. The base map was supplemented with
information gathered during an in-person field visit by IMEG personnel on February 17 , 2025.

This field visit allowed more detailed observations to take place regarding the existing conditions
of the property, and to also noting the approximate locations of existing infrastructure that was
not apparent or available from digital public records. The combination of digital data and
observations in the field comprises the information shown in the plans prepared by IMEG at this
stage of the project.
The second portion of the site analysis was based on a review of local codes and ordinances
that impact the developability of the subject site. A synthesis of the physical site analysis and
codified requirements identified important physical constraints and considerations for the
redevelopment of this site, including some areas of opportunity that have been identified at this
stage. Physical constraints are generally shown in the IMEG plans delivered at this stage, while
further explanation of some of this analysis is included within the body of the Site Analysis portion
of this document. Lastly, constraints specifically related to code conformance are generally
explained in the Site Analysis portion of this document. Further information on the Site Analysis
as well as the plans referenced above can be found in Section 3: Program Identification on pages
22 through 27 of this document.
