III.  PROGRAM IDENTIFICATION


                    A.  PROGRAM SUMMARY
                    The Town of Berlin has worked diligently with the BCIA and other stakeholders to identify the
                needs and highest priorities of the community for this project.  Following the completion of the
                BEACON survey completed in the Fall of 2024, major needs were identified to help inform the
                program space summary.  According to the survey, which is further detailed in section IV of this
                study, the top five desired activities to be held at the community center were: Youth programs,
                fitness classes, social events, health and wellness, and sports and recreation.  The top five
                requested facilities are community meeting / gathering space, outdoor space, swimming pool,
                multi-sport indoor recreation space, exercise equipment and space.
                    The following building program was established to address the desired program and activity
                needs of the Town of Berlin residents.  The following list was developed to serve as a benchmark
                for potential building size and ultimate budgetary recommendations.

                Potential Building Components:
                    Indoor Spaces:
                    -   Recreational Pool sized to hold USA high-school competition swim meets, swim lessons,
                       water aerobics classes for seniors, etc.
                    -   Multi-Purpose Gymnasium / Community room that can be divided and used for major
                       public events as well as indoor sports.
                    -   Functional fitness room to host small group fitness classes.
                    -   Indoor walking-track either around the gymnasium or elevated above.
                    -   Flexible health services office space for physicals, vision, hearing, etc.
                    -   Historical displays integrated into circulation space.
                    -   Small video viewing room for historic films, video interviews, etc.
                    -   Special events rooms (birthday parties, meetings, etc.)
                    -   Computer / technology lab (flexible with laptop cart, data, power, etc.)
                    -   Community kitchen / demonstration kitchen
                    -   Head Start program classrooms.
                    -   Head Start support, kitchen, offices, etc.

                    Outdoor Spaces:
                    -   Athletic Fields
                    -   Walking Trail
                    -   Community Garden
                    -   Outdoor Classroom
                    -   Head Start Playground
                    -   Patios / Pavilion / Outdoor Gathering spaces
