Introduction

This report addresses the impacts of stormwater runoff as a result of the proposed development of the Franklin Avenue
site located in Berlin, MD. This stormwater management plan incorporates the requirements of the 2000 Maryland
Stormwater Design Manual Volumes I and II (Manual) as currently updated. This report addresses stormwater
requirements and meets the intent of the guidelines and methodologies presented in the MDE document Environmental
Site Design (ESD) Process & Computations dated July 2010.

General Site Information

This project reference is Tax Map 302, Adjusted Tax Parcel 684 at Franklin Avenue. The parcel is within the Berlin town
limits and is zoned B-3 – General Business District with a total site area of 5.131 acres± and is located entirely outside of
the Chesapeake Bay Critical Area. The Limits of Disturbance (LOD) associated with the proposed improvements is 2.07
acres±. Refer to the Concept Site Plan for more detailed site information.

Existing Conditions

The site is currently an undeveloped commercial development pad site. There are a large portion of non-tidal wetlands
to the north and a regional submerged gravel wetland located at the southwest corner of the site. The submerged gravel
wetland treats a portion of the existing entrance drive (refer to South Moon Under plans by Atlantic Group & Associates,
Inc in Appendix D for details). A majority of the site drains from south to north through the existing non-tidal wetlands
and discharges into an existing regional swale/stream that drains to Kitts Branch. The existing submerged gravel
wetland and a small portion of site drain to the roadside swale along Worcester Highway.
