V.     PROJECT CONSTRUCTION COSTS

                     The following preliminary budgetary cost estimate is provided for Feasibility Study purposes
                 only.  Actual Construction cost estimates shall be provided during the design phases throughout
                 the project.  This budgetary estimate is preliminary in nature and based on conceptual
                 assumptions rather than final, detailed specifications. As such, it serves as an initial financial
                 guidepost rather than a binding quotation.

                     The projected costs reflect broad assessments of materials, labor, and project scope, which
                 are subject to change as the design evolves. Several factors may influence the final cost,
                 including:

                •  Design Refinements: Adjustments to materials, engineering requirements, and construction
                    methods as plans develop.
                •  Market Conditions: Escalations in pricing due to inflation, supply chain disruptions, and
                    fluctuations in labor availability.

                •  Regulatory & Scope Adjustments: Potential changes related to permitting, compliance, and
                    unforeseen challenges that may introduce additional cost drivers.
                •  Contingencies & Allowances: The estimate includes a margin for unanticipated expenses, but
                    actual costs will be determined through a more detailed planning and bidding process.
                     Stakeholders should recognize that this estimate is intended for conceptual budgeting
                 purposes only and may be refined as project details become more definitive. Future iterations will
                 account for precise material selections, contractor bids, and evolving economic conditions.

                     Each estimate has been broken down into three main areas of the building to better
                 understand the costs associated with the various types of spaces.  To provide a clearer financial
                 framework, the estimate is presented in both low-range and high-range projections, offering
                 flexibility in budget planning.

                     The low-range estimate represents a cost scenario where efficient material selections,
                 streamlined construction methods, and minimal unforeseen challenges keep expenses at a more
                 controlled level. Conversely, the high-range estimate accounts for premium material choices,
                 potential scope adjustments, market escalations, and contingency factors that may drive costs
                 higher.
